The Effectiveness of Legal Regulation of the Vocational Training and Education Sector in Addressing Youth Unemployment

Abstract

With the worsening phenomenon of unemployment in Algeria, despite multiple governmental efforts to reduce it, the importance of supporting existing programs has emerged through activating the roles of the concerned institutions, foremost among them the vocational training and education sector. The importance of this study lies in shedding light on the extent of the effectiveness of the intervention of the Algerian legislator in supporting youth employment from the perspective of the vocational training and education sector, and revealing the strengths and deficiencies in the legal framework regulating it.

This article reviews the legal framework governing the sector and analyzes its role in supporting youth employment. It also seeks to evaluate the policies adopted by the training sector aimed at providing youth with the skills and competencies required in the labor market, with a focus on current challenges and future prospects. It further sheds light on the importance of compatibility between training outputs and the needs of the labor market.

Finally, it reaches several results and proposes practical recommendations to enhance the contribution of the sector to reducing unemployment, especially among youth. Among these recommendations is the provision of a flexible and clear regulatory environment to support employment policy as a basic step toward achieving sustainable development in Algeria.
